Arrangement between the Postal Administration of Hongkong and China.

Article I.

Exchange of Mails.

1. There shall be between the Postal Administration of China and the Postal Administration of Hongkong a regular exchange of Postal articles of all kinds, ordinary or registered, international or in transit, in closed mails or à découvert.

2. The exchange will take place through the General Post Offices established at the Chinese Treaty ports and the Hong-Kong General Post Office or its Shanghai Agency.

Article II.

Transport of Mails.

1. Each Administration will undertake at its own expense and by its own means of transport the transmission of its mails from its offices to the offices of the other administration.

2. Each Administration will also accept and transmit by any means of transport at its disposal the mails of the other Administration, but the transmitting administration will be entitled to the refund of such expenses as it may incur for the transmission.
